It looks like a birthing cage, Ruby... a cozy cage that allows a mother rat to feel safe and secure in the final stages of pregnancy, and bond with her babies. I doubt Momma Rat minds the close quarters, with those rambunctous rodents to keep a beady eye on!

That cage is too small for one rat, let alone 4!!
