The dogs are between a rock and a hard place. If they walk past the cat, they'll get clawed. If they attack and kill the cat, the owners would be very angry.
Its a situational problem - the dogs have been taught not to attack the cats, pure and simple. If the cat and dog don't live in the same household, the reaction will usually be one of aggression where the dog looks to attack the cat. This comes from 40 years of observation - having had only dogs at home.
We now have a cat and dog in the home - both happen to be good natured, and they take turns patrolling the perimeter of the home. Funny to watch.

Just goes to show that even though they are smaller, cats are bullies to dogs.

When this happens with my dog, I tell him to grow a pair. Then I feel bad because we had them cut off 12 years ago.
